It is actually illegal to offer money to mutually exchange a property but it is quite common to see people offering money on ill-informed websites or in newspapers. Sometimes the amount offered can be thousands of pounds. I haven’t looked on the HSS website to see if they hold statistics on tenants who have been refused an exchange on the grounds that financial incentives were offered. The fact of the matter is that there is not enough social housing in the country and quite frankly there simply isn’t the space to keep on building more houses unless built on greenbelt land or land that is unsuitable i.e. flood plain or previous dump. It’s very unfortunate that some tenants exchange homes and upon moving in, the home is in a very messy or neglected condition.
Before a move is allowed councils or housing associations are extremely thorough in checking the homes for exchanges. Normally any defects etc have to be corrected before moves go ahead. Isn’t basic cleanliness and hygiene also important? [...]
